Title: The 2022 Monsoon Flooding: Understanding the Narratives Surrounding Pakistan’s and Bangladesh’s Energy Policy as a Result of the Crisis and How Those Narratives Changed Due to Additional Shocks

ABSTRACT
In 2022, Pakistan and Bangladesh experienced devastating Monsoon flooding. The floods affected lives, the countries’ economies, and food systems. This study conducts the first analysis of the impacts these floods had on energy policy narratives. Using the “3 Es” framework, a content analysis was completed on energy policy documents produced in 2021-2023. The analysis discovered that “energy security” narratives within both countries increased during the 2022 monsoon period. This was quickly followed by a balancing of narratives after the monsoon period for both countries. These findings show the influence that the monsoon had on the energy policy narratives for both countries.
