Title: Assessing Localized Recycling Systems in Virginia: Problems and Opportunities

ABSTRACT
Virginia’s recycling system faces challenges due to weak market demand for recyclable materials. This study examines the complexities of the state’s recycling system and identifies gaps in localized solid waste management plans in relation to a circular economy framework. The analysis draws on selected solid waste management plans and semi-structured interviews with organizations working across Virginia’s solid waste planning units. Findings highlight fragmented local governance and variations in planning frameworks. This research recommends strengthening inter-jurisdictional partnerships, expanding public education and outreach on recycling practices, and exploring policy instruments such as container deposit legislation to improve recycling effectiveness and market stability.
